
Council Member Toini Magano Ambambi was born on 5 August 1964 in Omangundu Village, northern Namibia. She was inaugurated as a Member of the Municipal Council of Windhoek on 5 December 2025, following the Regional and Local Authority Elections held on 26 November 2025, representing the SWAPO Party.
As a person living with a physical disability, Councillor Ambambi is a dedicated advocate for disability rights, inclusivity, and equal opportunities. Her lived experience has strengthened her commitment to ensuring that persons with disabilities are represented in policy-making, service delivery, and community structures. Throughout her career, she has championed awareness, inclusion, and empowerment, particularly for marginalized and vulnerable groups.
Her community work has focused extensively on informal settlements, where she has mobilized residents, supported development initiatives, and collaborated with Shack Dwellers Federation Community Committees to improve living conditions. She has also supervised community savings groups, promoting grassroots empowerment, self-reliance, and sustainable development.
Councillor Ambambi has made notable contributions to disability sports development in Namibia. As a member of the Namibia Sports Federation for People with Disabilities, she has promoted sport as a vehicle for empowerment, rehabilitation, and social inclusion.
In 1999, she co-founded the Flamingo Sport Club alongside other persons with disabilities who shared a passion for sport. Established under the guidance of Ms Ute von Maltzahn and supported by Mr Adams Bella, the club became one of Namibia’s pioneering disability sports clubs.
In 2004, she became Team Leader of Flamingo Sport Club and strengthened its competitive focus. From 2005 onward, the club participated in regional and international competitions, contributing to the growth and recognition of Namibia’s disability sports movement. The movement later gained international acclaim through the achievements of Paralympic athletes such as Johanna Benson, Ananias Shikongo, Helaria Ishitile, and Johannes Nambala.
Councillor Ambambi is also a member of the Namibia Association of Differently Abled Women (NADAWO), where she contributes to initiatives addressing gender-based violence, domestic violence, trauma, discrimination, and disability rights.
She completed her secondary education at Nangolo Senior Secondary School in 1986 and has obtained several professional and leadership qualifications. These include a Certificate in Small Business Enterprises from the Namibia University of Science and Technology (NUST), an Advanced Certificate in English General Communication from the University of Namibia (UNAM), a Certificate in Adult Upper Primary Education, and a Certificate in Woodwork from Ehafo Vocational Training Centre.
Her professional experience includes ten years as a Teller at Mulungu Brothers Store, ten years as a Store Lady at Ehafo Trust, and five years as a Labourer at Ehafo Centre under the Ministry of Education. These roles reflect her resilience, adaptability, and strong commitment to service.
Council Member Ambambi is fluent in Oshiwambo, has conversational proficiency in Afrikaans, and communicates in English.
As a Council Member for the 2025–2030 term, she is committed to advancing inclusive urban development and improving service delivery, with particular attention to Windhoek’s rural areas and vulnerable communities. She envisions a city where every resident feels represented, valued, and heard, and remains accessible to engage residents on governance, development priorities, and community needs.
