
Councillor Ricardo Ileine Garoeb, born on 24 March 1985, is a dedicated public servant, experienced broadcaster, and community leader committed to advancing the development and well-being of the residents of Windhoek.
He was sworn in as a Member of the Windhoek Municipal Council on 05 December 2025 following the Regional and Local Authority Elections held on 26 November 2025. Representing the United Democratic Front (UDF), he serves as one of fifteen Councillors entrusted with providing strategic leadership and oversight for the City of Windhoek during the 2025–2030 Council term.
Prior to joining local government, Councillor Garoeb built a distinguished career in broadcasting. He served for nine years as a Radio Presenter and Producer at the Damara/Nama Service of the Namibian Broadcasting Corporation (NBC), earning recognition as a trusted communicator and advocate for community engagement. His influence extends to digital platforms, where he has cultivated a social media following of more than 45,000 people, using these channels to share information, encourage civic participation, and promote social development.
Councillor Garoeb has also played an active role in political leadership. Since 2024, he has served as the UDF Regional Coordinator for the Khomas, Omaheke, and Hardap Regions. In this capacity, he has demonstrated strong organisational and leadership skills while supporting grassroots democratic participation and community empowerment.
At the City of Windhoek, Councillor Garoeb is committed to serving residents with diligence, integrity, and accountability. He is passionate about promoting equitable development, addressing community needs, and contributing meaningfully to the Council’s governance and decision-making processes.
Originally from Fransfontein Settlement in the Kunene Region, Councillor Garoeb has resided in Windhoek since 2004 and maintains strong connections with communities across the city.
He is single and enjoys sports, reading, event planning, modelling, and digital content creation. Fluent in English, Afrikaans, and Khoekhoegowab, he effectively engages with Windhoek’s diverse communities and advocates for their interests with clarity and inclusivity.
Through his contributions in broadcasting, political leadership, and community mobilisation, Councillor Garoeb continues to build a meaningful legacy grounded in service, leadership, and an unwavering commitment to social upliftment.
