Councillor N Larandja -

Councillor Ndeshihafela Larandja is a dedicated public servant and visionary leader committed to good governance, sustainable development, and community empowerment.

 

She joined the Municipal Council of Windhoek in December 2020, representing the Independent Patriots for Change (IPC) party. Following the Regional and Local Authority Elections held on 26 November 2025, she was re-elected for a second term and officially inaugurated on 5 December 2025. She also served as Mayor of Windhoek for the year 2025, providing focused leadership aimed at advancing the city’s development agenda.

 

Within the Council, Councillor Larandja has played a pivotal role in advancing governance and policy development. She served as Chairperson of the Disaster Risk Management Committee and was a member of both the Financial Sustainability, Performance Management and Policy Committee, as well as the Land Delivery and Provision of Affordable Housing Committee. Her mayoral tenure was characterised by a strong emphasis on Local Economic Development, with strategic focus areas including arts and culture, tourism, food security, environmental sustainability, and waste management.

 

Councillor Larandja is passionate about social integration, improving social welfare, and enhancing the provision of basic services in the informal settlements of Windhoek. She is also a staunch advocate for youth empowerment and increased youth participation in Local Government affairs.

 

Beyond her political contributions, Councillor Larandja boasts an exceptional academic portfolio. She holds a Master of Commerce, specialising in Governance & Strategic Leadership from the Midlands State University of Zimbabwe, as well as an MBA in Business Management from the International University of Management (IUM). She further obtained a B-Tech in Business Administration, a National Diploma in Commerce, and an Honours Degree in Procurement Management from the Namibia University of Science and Technology (NUST). She is currently pursuing certification as an International Procurement Specialist, exemplifying her commitment to continuous professional development.

 

Professionally, Councillor Larandja serves as a Senior Auditor at the Office of the Auditor General. Her expertise in auditing, financial management, and procurement strengthens her contribution to sound governance and enhances her ability to support the city’s economic and infrastructural development.

 

Councillor Larandja is a leader driven by both vision and action. She firmly believes that Namibia’s long-term prosperity is intrinsically linked to sustainable urban development and structural economic transformation. Her goal is to position Windhoek as a city of growth and opportunity, aligned with national priorities and global frameworks such as the United Nations Sustainable Development Goals (SDGs).
