Councillor MS Kavetu -

Council Member Maitjituavi Kavetu is an accomplished legal and regulatory professional with over a decade of experience in the telecommunications industry, specializing in regulatory compliance, policy development, and legislative interpretation.

 

He is currently serving his second term as a Municipal Council Member of the City of Windhoek, representing the Affirmative Repositioning (AR) Party. Councillor Kavetu was inaugurated on 05 December 2025 following the Regional and Local Authority Elections held on 26 November 2025. Earlier in April 2025, he assumed office as a Council Member following the transition of Professor Job Amupanda to Parliament.

 

Councillor Kavetu is presently pursuing a Master’s Degree in Law (LLM) at the University of Namibia. He holds a Bachelor of Public Governance from the Namibia University of Science and Technology and a Baccalaureus Juris (B-Juris) and a Bachelor of Laws (LLB) from the University of Namibia, completed in 2013. His academic background provides a strong foundation in law, governance, and public administration.

 

Before joining the Municipal Council, Councillor Kavetu built an impressive career in regulatory and compliance roles. He served as Senior Regulatory & Compliance Officer at Mobile Telecommunications Limited (MTC) from 2023 to 2024, where he provided legal advice, managed compliance reporting, and oversaw risk management. Prior to that, he worked at the Communications Regulatory Authority of Namibia (CRAN) for nearly a decade, first as a Paralegal (2014–2016) and later as a Legal Advisor for Regulatory Compliance & Standards (2016–2023). In these roles, he advised on license applications, tariff submissions, and compliance under the Communications Act, while engaging stakeholders and monitoring regulatory adherence.

 

Councillor Kavetu has been recognized as Organisational Best Performer at CRAN for two consecutive years (2018/2019 and 2019/2020). He served as a Member of the Appeal Tribunal for the Ministry of Land Reform from 2022 to 2025, appointed under the Communal Land Reform Act to adjudicate appeals against decisions of the Communal Land Board. Additionally, he was a Boards Member/Commissioner of the National Commission on Research, Science & Technology (NCRST) in 2017, contributing to national policy and research governance.

 

His core areas of expertise include regulatory compliance and licensing, legal research and interpretation, and stakeholder engagement legal and advisory services. These skills are complemented by advanced training in project management, compliance, and office administration, acquired through professional development programs.

 

Councillor Kavetu is fluent in English, and Otjiherero, enabling him to communicate effectively across diverse communities.

 

Known for his strong interpersonal skills and governance experience, Maitjituavi Kavetu combines legal expertise with a commitment to public service. His work reflects a dedication to institutional integrity, community development, and transparent decision-making. He represents residents in council deliberations and contributing to urban governance, policy-making, and service delivery oversight.
