Councillor I Semba -

Council Member Ignatius Semba is a dedicated public servant, community advocate, and seasoned political leader currently serving on the Municipal Council of Windhoek for the 2025–2030 term.

 

Born on 10 February 1978, Council Member Semba has built a career grounded in leadership, civic participation, and empowerment. His political journey spans more than two decades, beginning in 2003 when he became a founding member of the Republican Party. Over the years, he has played key roles in various democratic formations, especially within the opposition movement.

 

Council Member Semba is widely recognized for his long-standing involvement in youth leadership programs. Between 2007 and 2019, he trained and mentored young leaders, facilitated national and regional development programmes, and contributed to strengthening youth participation in democratic processes.

 

His leadership path continued to grow through several senior roles within the Democratic Turnhalle Alliance (DTA)-now the Popular Democratic Movement (PDM)-including serving as the DTA Youth League Spokesperson and later as National Organizer. In 2014, he was elected Regional Coordinator and subsequently became a member of the PDM Central Committee.

 

Council Member Semba previously served as a City of Windhoek Local Authority Councillor from 2015 to 2020, where he gained extensive experience in municipal governance, service delivery oversight, community engagement, and policymaking. In 2024, he was appointed Logistics Officer at the PDM Head Office, demonstrating his organizational and administrative capabilities.

 

Following the Regional and Local Authority Elections of 26 November 2025, the Popular Democratic Movement (PDM) secured a seat at the Windhoek Municipal Council. In accordance with the Local Authorities Act, 1992 (Act 23 of 1992) (as amended) which outlines the lawful procedures for the constitution of local authority councils, allocation of seats, and the assumption of office by elected members – Councillor Semba was formally sworn in on 5 December 2025. This swearing‑in marked the beginning of his second term as a City of Windhoek Councillor for the 2025 – 2030 period.

 

Re‑elected to the City of Windhoek Municipal Council, Councillor Semba continues to champion issues affecting ordinary residents-especially youth development, community empowerment, urban safety, and social justice. He is committed to strengthening the City’s governance systems, supporting inclusive development, and promoting accountability in municipal operations.

 

Councillor Semba is fluent in Otjiherero, English, Afrikaans, and Oshiwambo, allowing him to engage effectively with diverse communities. He is also trained in basic computing, having completed a six‑month computer certificate programme.

 

Driven by a deep passion for public service, Council Member Ignatius Semba remains focused on building a more responsive, inclusive, and people‑centred City of Windhoek.
