Councillor DR Beukes -

Council Member Demetreo Ronaldus Beukes, born on 17 October 1987, is a Namibian national and a newly elected Municipal Council Member of the City of Windhoek, inaugurated on 05 December 2025 following the Regional and Local Authority elections. He is currently serving as a Member of the Council Management Committee.

 

He resides in Groot-Aub, Windhoek Rural Constituency, and proudly represents the interests of Windhoek’s rural communities within the municipal council. Councillor Beukes is single and a dedicated father of four.

 

Councillor Beukes has pursued studies in Community Development and Leadership, earning a Certificate of Education in Development (NQF Level 4) from NAMCOL in 2021. He further obtained a Diploma in Community Development and a Diploma in Leadership and Management from ALISON University (UK) in 2022. His academic background is complemented by specialized training in adult education, entrepreneurship, ICT literacy, and advocacy against gender-based violence, equipping him with the skills to drive social and economic development in rural areas.

 

With over a decade of experience in community empowerment and education, Councillor Beukes served as a Literacy Promoter under the Ministry of Education, Arts and Culture from 2009 to 2020. In this role, he facilitated adult education programmes and spearheaded various community development initiatives. He also contributed to the education sector as a Relief Teacher at Groot-Aub Primary School and supported youth development through his volunteer work with the Kayec Trust.

 

In addition, he was actively involved with Hope Initiative Southern Africa Namibia (HISA) as a Family Support Volunteer, where he played a key role in planning and implementing community-based empowerment programmes. His leadership experience includes serving as Secretary of the Groot-Aub Community Development Committee and as a member of the Think Tank Development Committee, where he contributed to strategic planning and local development initiatives.

 

Councillor Beukes is recognised for his strong organisational, leadership, and community engagement skills. He is fluent in English and Afrikaans, with conversational proficiency in Damara/Nama, enabling him to effectively engage with diverse communities.

 

He is passionate about transforming Windhoek Rural into a hub of sustainable development. His ambition during his tenure is to improve basic infrastructure, education opportunities, and community empowerment programs, ensuring that rural residents enjoy equitable access to municipal services and economic growth.
