Councillor Dr. Ottilie Saarty Uukule -

Councillor Dr. Ottilie Saarty Uukule was born in the Okalongo Constituency in northern Namibia. She is a product of Namibia’s liberation struggle, having spent part of her youth in exile schools where she developed an early interest in leadership and public service.

 

Dr. Uukule was mentored by the late Ottilie Abrahams and Anton Lubowski, who influenced her commitment to social justice and community development. Before joining the City of Windhoek Council, she participated in various initiatives aimed at improving labour relations, promoting land justice, and supporting youth development.

 

She joined the City of Windhoek Municipal Council in 2021, representing the Independent Patriots for Change (IPC). Since then, she has served on several Council committees, including the Management Committee, the External Relations Committee, the Informal Settlement and Groot-Aub Integration Committee, and as Deputy Chairperson of the United Nations Sustainable Development Goals and Economic Development Committee. Her areas of focus include access to clean water and sanitation in informal settlements, food security, and institutional development within the city.

 

Dr. Uukule holds a Doctor of Philosophy (PhD) in Public Administration with a focus on Leadership and Change Management from Greenlight University in Zambia, a Master of Business Administration (MBA) in Management, and a Bachelor of Business Administration (Honours) in Management from the International University of Management (IUM) in Namibia.

 

Professionally, Dr. Uukule serves as a Chief Administrative Officer at the Deeds Office and as an External Moderator at the Namibia University of Science and Technology (NUST). She is also engaged in entrepreneurship, particularly in the agricultural sector. Her academic and professional background reflects a strong interest in governance, leadership, and sustainable urban development.
