Our goal is to guide and manage the effective and efficient urban planning of Windhoek through an innovative, forward thinking and cooperative approach. Despite numerous challenges we believe Windhoek can develop to be an engaging and dynamic place to be. We strive to set adequate policy to balance the vital interest of public need, development drive, infrastructure and resident concern to ensure a prosperous city of the future.
Dominant in our approach is low congestion, yet effortless urban mobility to facilitate work and leisure. Building Control
All building work carried out within the City of Windhoek should meet current building codes and regulation requirements. Our Building Control service ensures that buildings are designed and constructed in accordance with the Building Regulations and associated legislation

Planning, Design and Traffic Flow
The City of Windhoek’s Transport Network is the backbone on which the city is founded. The Division assumes the critical responsibility for the planning, design and management of the transport system including effective storm water management aimed at ensuring optimal urban mobility and safe and efficient transport for all modes of transport, including Non-Motorised Transport.
