Strategic Executive: Mr PL du Pisani
The Department is responsible for the supply, distribution and quality of potable water as well as the collection, reticulation and treatment of sewerage water. It also provides a fully integrated solid waste management service which includes containment, transport and disposal of waste at seven disposal sites. It is further responsible for the development of infrastructure, including the provision and maintenance of all buildings and facilities and also renders technical services of an engineering nature.
The Department’s service delivery mandate includes services to the City’s external customers, as well as servicing some of the needs of the City itself in line with its vision which states that "we are leaders in customer satisfaction through quality technical service delivery".
Through its mission statement the Department commits itself to:
- Render affordable, efficient and effective services to its customers.
- Make optimal use of resources, technology and sustainable environmental practices.
- Develop and retain competent staff and internal expertise.
The strategic direction of the Department is underpinned by five strategic focus areas:
- Uninterrupted water supply
- To achieve cost recovery on trading services
- Clean City Project
- Provision of sanitation
- Education (community education with regard to the cleaning of their environment and to take ownership of their vicinity)
The Department consists of the following Divisions:
Architecture Division
This Division is tasked with the planning, designing and execution of all building related projects and ensures that all functions of the City are adequately housed in terms of office, workshop and public interface space.
Building Maintenance Division
This Division is responsible for the maintenance of all building related assets of the City of Windhoek to ensure a safe and neat working environment for all employees and customers of the City. This maintenance is carried out by the Divisions’ staff and can be outsourced at times due to time constraints and magnitude of the work at hand.
Bulk Water and Wastewater Division
This Division is responsible for the management all water resources and the distribution of potable water to all customers of the City. The responsibilities also include the collection and treatment of all wastewater and the production of irrigation water.
Engineering Services Division
This Division is responsible for: o All water and wastewater (inclusive of semi-purified irrigation water) research, planning, design, and construction of water and wastewater bulk and distribution infrastructure. o The provision of efficient and reliable engineering support to the Bulk Water and Wastewater Division. o Approval of building plans with regard to municipal water and waste water connections, and approval of construction drawings for township developments with regard to municipal water and waste water services.

Scientific Services Division
This Division is responsible for: o Ensuring that drinking water is safe for human consumption at all times and that wastewater discharges conform to quality guidelines. o Implementing and maintaining a quality management system in accordance with international guidelines. o Providing training and research services to maintain and upgrade the water and wastewater treatment facilities.
