Strategic Executive: Mr. OA Hekandjo
The responsibility of this Department is to provide, operate and maintain a secure and reliable electrical infrastructure to the City’s residents in an efficient and safe manner as spelled out in its vision: "to enhance the quality of life of Windhoek’s residents by providing them with continuous high quality electricity power supply".
In all operations the Department is guided by its mission:
- Render an affordable, reliable and safe electricity infrastructure to our customers through optimal use of resources, technology and sound financial management.
- Create a safe, supportive and equal opportunity work environment conducive to the development and growth of all employees and resulting in a well-motivated workforce.
- Adhere to sound environmental management principles.
The Department consists of the following Divisions:
- Distribution
This Division is tasked with operation, system monitoring and control, maintenance, construction and network expansion of the electrical distribution network to ensure equitable distribution, quality and continuity of supply of electricity to all customers of the City of Windhoek in a safe environment. - Finance & Administration
The Finance and Administrative Division is tasked with rendering reliable administrative and financial support to the department. - Systems
Renders a technical support function to the Distribution Division as far as supervisory and protection is concerned. The key responsibilities include implementation and maintenance of an electrical metering system for the City of Windhoek and ensure a safe environment for the customers of the City by performing inspection on installations. - Technical Support
The Technical Support Division is tasked with the provision of technical advice, planning and design of all electricity projects.
IMPORTANT INFORMATION:
Electricity Connections
Electricity connections can only be done by an electrical contractor registered with the City of Windhoek. A list is available at the office of the Strategic Executive: Electricity, Corner of Armstrong and Stokes Streets in the Southern Industrial Area. Contractor’s List
All applications for new connections, upgrades or alterations can only be made by a registered electrical contractor in accordance with the South African Code of Practice for the Wiring of Premises SABS 0142- 1987 (as amended).
For more complex electricity connections, consumers are requested to use the services of a registered professional electrical engineer with ECN (Engineering Council of Namibia) or electrical engineering consultants as listed with ACEN (see www.acen.org.na). These complex connections include but are not limited to the following;
- Residential townhouse developments,
- new township developments,
- shopping malls,
- industrial parks,
- office blocks, and;
- commercial developments, etc.
For temporary builder’s connection, the consumer should also request the services of a registered contractor or professional electrical engineer as the case may be.
Testing of Meters
Consumers can apply at any Suburban Office and Town House Information Desk to have their electricity supply meter tested, subject to a deposit being paid. If the meter is electrically or mechanically faulty, the deposit will be refunded.
Request for Disconnection
Consumers can apply through an electrical contractor at any Suburban Office and Town House Information Desk to have their electricity supply disconnected for reasons such as; a consumer would like to carry out works at own premises e.g. tree trimming, house renovations, excavations etc. A payment for this service is charged prior to carrying out disconnection. Conversion from Conventional to pre-paid metering
The Electricity Department will carry out the conversion subject to the new meter being installed in exactly the same place as the old meter.
Should the above option not be possible, the client will have to make use of an electrical contractor, registered by the City of Windhoek.
Request for temporary electricity Supply
Consumers can apply at any Suburban Office and Town House Information Desk for temporary electricity supply to an outdoor event. A charge for the electrician to carry out the temporary connection works shall be charged and paid for prior to the event.
Account changes or moving in/ out
Consumers can complete necessary documentation and procedures at any Suburban Office and Town House Information Desk for account changes due to moving in or out.
Request for other engineering services
Consumers should contact the Strategic Executive: Electricity in writing for engineering services such as cable fault location. Payment shall be made prior to works being carried out.
